Sorry, the 3 legal principles are....?

 

Obey the law, ok, that I understand. The others, not too sure they are legal principles.

 

Surely supervision of law enforcement comes down to political will? Who appoints the law enforcers? There seems to be a hierarchy, that is self fulfilling, rather than being properly reviewed at the national level. Who is the most suitable and qualified person to run the organisation rather than who is next in line....

 

Is there an independent review body that oversees police and law enforcement activity?
