I have a slingbox (www.slingbox.com) set up in Canada so I can watch all Canadian tv over the internet... with the TOT premium internet package I get good enough speed that the quality is very good.

If you don't want to set up a slingbox, you could also try going to cbcsports.ca (i think that's right) where they stream the games live on the internet... however, if they detect that you are watching from outside Canada they won't let you watch due to license restrictions... but you could try to find a proxy server in canada and connect through that.
