How about reducing the risk factors associated with the drivers? 

 

The principal cause of road death in Thailand is that people simply don't care if they kill or die on the roads. The rest of it is wishful thinking.

Until Thai cabinet ministers have acknowledged a traffic accident reduction plan for an entire year - year after year - then they are just spewing more hot air into the Bangkok pollution haze.
