Why is it that such cuts "due to maintenance work" are never necessary  in developed countries?

I’m in the UK at the moment and our water was cut off for 12 hours last week for ‘routine maintenance’. But after Brexit and with Bojo in charge it could be argued that the UK is no longer a developed country.

That would appear to be exceptional.

I lived in the UK for 40 years and not once where I lived was the water cut off for "routine maintenance".

Of course they are, don't be so ridiculous.

Perhaps it was exceptional. But it stands to reason that ageing pipelines will require maintenance at some point, although I’m sure they try to avoid cutting  off supplies whenever possible.

A real innovative approach would be to have two main pipes feeding an area of town, pressured by different pumping stations.
