No it hasn’t, only in certain cities, one of the most polluted cities is where you chose to live!

They have records of land ownership and presumably could get satellite images...

 

How hard can it be to set up a system to fine farmers (semi?) automatically for burning crops? It would just have to look for substantial areas rapidly turning black....  wouldn't even have to read numberplates like speed cameras!
