AZ sent vax to SK, intended for SK. Why would they now create docs after the fact, for a transaction involving SK and Thailand? If this really is the reason for the delay, then Thailand is showing the lengths they will go to shoot themselves in the foot to get all the paperwork, needed or otherwise, in a file before anything happens.
