Is it possible for foreigners to enter Bangkok airport with a report stating they are vacinated?

There is no barrier to entering Bangkok airport from within Thailand.

 

Flying in from abroad, there are all manner of special requirements and mandatory 14 day quarantine (in a facility, not self-isolation) for 14 days.

 

No exceptions made for being vaccinated.

I don't understand what  you mean by "enter BKK airport" do you mean , arrive to Thailand via BKK from a foreign country?

With the latest requirements ,affective after May 1st it does not matter if you are  vaccinated or not. You will have to get a Certificate Of Entrance (COE) from your Embassy, to do so you will have to provide them with a certificate of  health insurance that covers Covid 19 in Thailand to a minimum amount of $100.000. a valid Passport, copy of airline ticket, and travel information, reservations  with quarantine hotel (ASQ) etc.

 You will also need an RC PCR covid test , no more than 72 hrs before departure. 

Upon  arrival in BKK, , after your COE and supporting documents are examined, you will be picked up by tour ASQ , and you will do a 14 day quarantine before you are released to continue to your final destination.

Yes, you can.

But that paper of vaccination is worthless because you need to meet the entire list of entry requirements.
