Vietnam’s plan to reintroduce duties on raw sugar comes after the Vietnamese Industry and Trade Ministry conducted an anti-dumping (AD) and countervailing duty (CVD) investigation, which started last September, following complaints by Vietnam sugar industry officials.

This is why Thailand under Prayut cannot join CPTPP, it can't compete according to set trade agreements. It must have "thainess" flexibility to retaliate when trade isn't to its complete advantage.

See Thailand's recent unilateral additional import tax on Phillip Morris cigarettes from The Philippines (member ASEAN), despite arbitration and World Court ruled such tax violated the trade agreement. PH would have underpriced Thailand produced cigarette prices as I recall. In turn Philippines placed and additional 40% import tax on Thai products. Such retaliation was legal.

Isn't this what ASEAN is supposed to be for ? negotiate trade deals and facilitate less friction in trade between the member nations etc
