By opening up the country in 120 days or less he is absolving himself from all blame.

A master stroke to save his skin.

If the country stays closed he will pay the price in subsistence,

Thailand is or must be nearly broke with all it's borrowing.

His plan is to open up, then every one is on their own... sink or swim..

his reply will be.. " the borders are open" no bail-outs or lets go halves schemes.

He's satisfied at the number of vaccine doses available to the population!  He's satisfied with Anutin in charge of medical matters!  He's happy to have a self-raising drug dealer in his cabinet!
