I was in Thailand since dec 2020 on a TR visa. This has been changed to a non-b in May(wp1), ending 17 august.
For a family emergency i had to get back to Holland last week (got a re entry stamp) and now want to go back and applied for a COE. However they reject as i do not have a wp3 letter of confirmation. This has never been issued as i was in Thailand during the application. Now the Labor office does not want to issue a letter. 

I need to enter Thailand to get my workpermit but without the work permit i can not enter Thailand. 

Is there a way out of this loophole?

Since you are out of the country now the Labor Ministry should accept a WP3 application and issue the receipt for it.

Has your employer applied for your work permit? If they have they should ask for a application approval letter that can be used instead of the WP3.
