Chonburi Office For M.C. Titles

Does someone living in Chonburi province know if the office to handle motorcycle transfers is open and processing paperwork?

I live in a different province and I have some paperwork to have processed in Chonburi but don't want to mail it if the offices are closed or severely backlogged.
