Gen Aswin Kwanmuang said in 2011 - the year of what became known as the "Great Flood" - there were many storms and levels in up country reservoirs and dams were full to bursting. The inevitable release of water led to flooding in the Chao Praya Basin. After giving the benefit of his geographical knowledge the general summed it up by saying that water levels this year are like last year when the capital of Thailand was not particularly affected by flooding.
