How much is 'many others'? Hundreds, thousands? The pandemic does have an impact on GDP and Thai economy. A few, or even 'many others', less arrivals does not. I think you've hit on something here. It might explain the 'difficulty' with American cards (US operators more willing to do chargebacks for non rendered services) and the requirements to book direct with hotels etc. They want to keep the money even if they provide no pass, no room, no tests.
