The term: "Thai-based media" is how Khun Cod Satrusayang of Thai Enquirer interpreted this statement.

The Thai Enquirer article also states, "foreign media  . . .  seemingly had their request to attend denied" and "foreign outlets as well as press" . . . were disinvited."

 

"Foreign media BASED in Thailand" could be one way of understanding the Khun Satrusayang (of Thai Enquirer) interpretation.

 

But that is not what the announcement said. It might not be so clear to accept that the original announcement "all Thai media outlets" to be equated to include "Foreign media BASED in Thailand."

 

One reason for this would be that the word "outlet" when used with "media" commonly refers to local radio or television stations. Another would be that the announcement clearly stated "Thai media outlets" as opposed to the Thai Enquirer stating "foreign outlets . . . were disinvited."

Irrespective to all that, the announcement appeared to be an invitation by the embassy (. . . honor to invite you . . .) with a pre-requisite to register ( . . . send copies of your media id . . .) in advance. Registering in advance at a Government office usually means that a confirmation of the registration being accepted is a prerequisite. The press briefing did not appear to be an open house event for all media based in Thailand, but to just Thai media outlets that the embassy could accommodate.
