From a professional POV (government and/or medical)  what is the definition and difference,  between 'a communicable disease under surveillance' and 'endemic' ?

Of course it isn't. By classifying it as a "Communicable disease under observation" he can justify keeping the emergency powers in place and exerting control over the population. Make it endemic and the emergency powers would have to go and that can never be allowed!

A Thai version of an endemic.

My question is this:

Where in the world is the school for government officials that teach the art of dancing to the left and then dancing to the right?  Is it a prerequisite to becoming a successful government official?  This is, of course, discussing all government officials around the world.  No country in particular.  Inquiring minds would like to know.....
