Land Crossing - How many allowed?

How many land entries are you allowed per year into Thailand on visa exempt?  How about on a tourist visa?

Visa exempt entries are limited to 2 per calendar year at land border crossings.

There is no limit on the number of entries you can do using a tourist visa or any other valid visa,

The same 20k baht or the equivalent of it in another currency in cash required for all entries to the country if asked to show it.

i checked "Laws, regulations, Police Orders, etc" and did not find about it anything. Can you point me to a appropriate regulation? thanks.
