Could she come back before December 8th and go to immigration and get the extension extended to December 24th by transferring the stamps from the old passport

No. Otherwise you would not have to care about the expiry of the passport.

And what sense would it make for 16 days.

Sometime before Dec 8m 2023 she goes with old and new passport and applies for the next extension.

Transferring stamps to new passport does not cost. Bring old and new passport.

You will also need to bring letter from embassy (if they provide one) and photocopies of pages from old and new pp.

Indeed ...."Free" in Thailand has various translations depending on immigration office..

I transferred my extension to my new passport last month in Chiang Mai Immigration. I renewed it on a return trip to the UK in April this year. What a job I had convincing the officer that I did not need an Embassy letter! I showed him my stamp out in my old passport and my stamp back into to Thailand in the new one, what a performance! Was free and done in 5 minutes!
