Two construction workers injured in fall from scaffolding in Bangkok

INN reported that two construction workers were injured after they fell from scaffolding on the Ratchada - Rama 3 Road.

 

The accident happened opposite the Nonsri School. 

 

The workers were given first aid at the scene before being taken to hospital.

 

The incident is being investigated and is in the Thung Mahamek police jurisdiction.

It looks like it would have been more correct to say "Two construction workers were injured when the scaffolding collapsed."

Why would that be "more correct"?  It wasn't reported in the OP, or the link, that the scaffolding collapsed.

Looking at the photo I don't think that tire is supposed to be up in the air.
