Thai woman finally arrested for murder conspiracy "22 days before statute of limitations" was up

Thai Rath reported on the arrest of a 55 year old Thai woman at a building supplies shop in Sadao on the Thai-Malaysian border. 

 

She was wanted for conspiracy to commit murder with the media saying that the Crime Suppression  Division arrested her 22 days before the statute of limitations kicked in. 

 

It related to the death of a man in 2003.

 

Jurai or Urai Nuanjan (who had several other aliases) was named in a 26th May 2003 Phatthalung warrant that also included weapons and ammunition charges.

 

She was arrested at the shop on Tha Phru Road.

 

Back in 2003 a man called Pian, an assistant to a then phu yai ban (a local official), was shot.

 

Both Jurai and her husband fled the Phatthalung area but the husband was later arrested and convicted being relaeased from jail in 2017.

 

Acting on information received the CSD finally traced the wife to the shop in Songkhla province where she was an employee.

 

She said that the person who was shot had trespassed at her home and had repeated raped and molested her. 

 

She suffered stress and developed a feeling for revenge that was exacted by her and her husband.

 

He was caught but she managed to evade capture for nearly 20 years.

Am I right in thinking that if she avoids the law for 22 days the SoL expires and she's free?

There is no logic in having statute of limitations for serious indictable offences.  Other countries have moved to scrap time limits for serious offences.  

Why should those who have killed or other serious offences have the opportunity to escape justice, merely because they were not caught within an arbitrary time limit. 

 

And in developing countries where corruption is a major issue, it only serves as a means of those with financial means and connections, to evade the law. 

All it would take is amendments to the legislation.
