Went to Krungsri in Central Festival today. The clerk checked my account and told me "you already take photo" (probably when opening the account a few years ago?). That's it.

so you can do greater than 50k transfers to other thai accounts? tried it?

That's exactly what they're referring to!

No it's not, they are referring to changing the limit in the app, not new regs re transfers over 50k

Yes, it is.  The second paragraph of his posted letter specifically references the face scanning aspect and that is the issue that applies to transfers over 50k (for some banks).

Just got a sms from cimb thai informing me that foreign customers will not be able to do transactions  - Fund transfer 50K or more via their Digital banking app ( Cimb do not have online website) after 16th June. Not much of a warning. So you will need to go to the branch or use their ATM debit card. Thai nationals need to do a facial update :)

So in a medical emergency at a hospital where they hold a gun to your head to pay up before treatment, you'll need to somehow get to the bank to do the transfer, rubbish bank, but I expect others to be the same

Tried today

Kasikorn - Pattaya Klang, they say not set up for foreigner yet, maybe next quarter, this was confirmed by the customer service on telephone also.

Krungsri - Big C Extra, took 5 minutes to setup, photo and copy passport and couple signatures. Assures me can do 50k+ transfers although not tried.

Bangkok Bank - 2nd road by top soi 6, slow wait so i left, without going through the process, based on post further up this shouldn't be a problem at this branch

Yeah I got that when I went.... people waiting but hardly any being attended to, and I saw one girl at her desk playing on her phone. This has happened to me before there so I made a fuss and lo and behold got attended to. It was smooth as you suggest.

This thread is confusing as to whether this applies to foreigners or not.

I just received another App notification from Krungsi that clearly states foreigners are to attend the bank for photo before 27 June or transfers will be limited to 50k baht (it wouldn't let me take a screenshot)

It did not say whether that meant just outward transfers (I probably won't bother doing it if only outward as you can still do 4x 50k transfers a day)

It is for foreigners but some banks aren't ready for it such as Kasikorn. It's for transfers to other thai banks

As for SCB I tried to accomplish this at their main Pattaya branch a while back and posted my experiences (elsewhere)

copy/paste:

Well I took the bull by the horns and went to my SCB branch (Pattaya main branch 2nd Road). "oh foreigner next month" yadda yadda, after circuitous talk I ascertained that we were on the same page with what was being discussed. Head cashier intervened then called head office and eventually passed the phone to me. The suited somnambulant explained the corporate position - basically the good ole 'mai mee/mai roo/mai khow jai' inept's lament that is a long standing Thai national trait/institution.

They basically have no solution for falang account holders as their systems are tied to the National Digital ID I mentioned in an earlier post above and must use the tablet with the integral card port (for national ID card). They haven't as yet any solution and don't know when or if they will! I did suggest they seek help from Bangkok bank as they don't suffer the same inabilities.

Anyhow I did earn myself a nice bright new apology for my inconvenience (which I'll throw on the great metaphorical pile of them I've accumulated - one day I'll find out how you can cash the <deleted> things).

I have a good friend that sent an email to customer service of K Bank asking them about getting this done. Their reply and he showed me their reply to his email was this pertains only to Thai Nationals not foreigners. With that said I know foreigners who've went up to Bangkok Bank and had to get there it's done I have both k bank and Bangkok Bank and I haven't done either. And I have made transfers in excess of the amount which they said would need the verification for and the transfers went through without an issue.

I've been told by my bank, ttb, that foreigners not included. However, after reading in AN of how many foreigners/farangs have had their photos taken and the differing opinions by bank employees of the same bank but different branches, I emailed Bank of Thailand seeking clarification as to whether we have to or not.

I received written confirmation yesterday from BOT that foreigners ARE included. I then requested BOT to communicate clearly to all banks that foreigners ARE included so as to remove the mass confusion across the banks and their branches.

I will be going to my bank again next week and if they still tell me foreigners are not included I will show the branch manager, who speaks perfect english, the email from BOT so she can instruct her staff that foreigners are included.

With regards to the transfers already done, I'm not surprised you had no issues, as this does not officially come into effect until Saturday July 1st, even though some banks are already applying it.

Stupid question about facescan.

Will it always be an additional authorization or could it be the only authorization and be used for less than 50k replacing SMS OTP?

Would be nice!

It's supposed to only be for transactions of 50k or more, but seeing as how wrong the banks have got this from the get go, who knows how each bank will make it apply.

I'm going to type verbatim the reply I received from Bank of Thailand.

"Facial Recognition is a requirement in Thailand for ALL retail customers, INCLUDING FOREIGNERS, when transferring more than 50k baht per transaction or 200k baht per day via Mobile banking.

Foreigners who haven't updated their facial photos must update the photo at bank branches with their passport"

It was Bank of Thailand that implemented this facial recognition security process, it's the individual banks and branches that are stuffing it up with their poor interpretation of the requirement.

Would you consider posting a printable (anonymised) jpg of the letter?

It would alleviate/truncate many peoples dealing with these inepts.

I went to TTB Pattaya 2nd Road branch last Tuesday to get a 12 month statement for immigration so I thought that I would try to get the photo ID thing sorted while I was there.  I had previously received a notification from TTB that I should do this - only in Thai language so I phoned their help line for clarification and was told that I should call into my branch.

Anyway, the branch staff seemed rather less than knowledgeable about this so I ended up speaking to the branch manager.  I was told that the photo ID requirement applies only to Thai citizens, not to foreigners!  However, being a bit cynical, I predict that this means that foreigners will not be able to make transfers in excess of 50kBaht, using online banking.  We shall see.

In my case, I use the TTB Touch app to pay my bills but nothing normally in excess of about 5kBaht, so likely not a problem.  Purchasing an airline ticket might be a different matter, of course.

50K is a self-limiting number.  I don't make transactions in excess of that amount other than deposits made by US SSA.
So personally, I think I'll just leave it as it is.  It's an extra layer of security.

I'd just use a credit card to purchase an airline ticket.

Did my Krungsri a few days ago at Central Festival. Tried the same venue for my Bangkok Bank, but because I needed to update passport number, they sent me to my original branch. I don't know if they'd have done the photo if it wasn't for that. Anyway, my branch on the darkside did it. SCB at Central said that I didn't need it doing yet.

Which is fine if you actually have one!  Barclaycard (UK) withdrew mine as I don't maintain a UK address.  As you probably know, a foreigner getting a 'real' CC, in Thailand, requires a work permit.  Not all airlines, for example, will accept debit cards.  I am aware of 'one time virtual CCs' but I'm not sure just how they would work if one is required to show the CC that was used to make the booking, when checking in.

Just in case you missed my 2nd post I'm going to repost verbatim the reply I received from Bank of Thailand.

Please note that the facial recognition ONLY applies to mobile phone banking apps, e.g. ttbtouch etc, NOT online banking. However, where ttb is concerned they have removed from their online banking the capability of scheduling any payments.

Also why would you go to ttb to get your 12 month statements for Immigration when if you also use their online banking you can print them yourself from there.

Because Immigration will not accept statements printed from TTB online banking.  They also require a conformation letter from the bank that you actually 'own' the account.  Bank passbook - yes, we are still in some previous age - must be updated on the same day that you update your permission to stay and the balance in the passbook must match the figure quoted in the confirmation letter exactly.  Crazy but TiT so we expect no less!
