Does the explanation lie in Biden's trips to the UK, or, perhaps, is this an expression in New England or N.Y.C.?

They can't admit that Biden has any sort of cognitive problem, age-related or otherwise.  Their brains simply won't allow it.

Still much better than Trump and that's a fact. 

If Biden falters no problem we get an acceptable VP.

I think the funniest thing is how similar Trump, Biden and even Clinton are in so many ways, but judgement, responsibility and consequences are apparently only things that Trump has to face.

As I am from that part of town, I can assure you that South London Black kids do not say that .

   Your link is a comment by one person from 2006 and in no way conclusive

FYI, if Biden leaves office because he is unfit, he will be replaced by Kamala Harris, not Trump.

All politicians have flaws.

In politics it's almost always a choice between the lesser of two evils.

In a Trump vs. Biden race which is the most likely at least at the moment, among Americans who support the rule of law, the constitution, respecting the norms of American democracy, real reality not "alternative" reality, who support democratic foreign allies more than authoritarian dictators like genocidal war criminal Putin, there is ZERO doubt which choice is better. That would be President Biden -- old age (Trump is almost as old), gaffes, falls, and all.
