Why should you buy substandard fertilizer or surface ships if you have so many other pending issues in your country. You are heading straight into a recession anyhow as tourism is not picking up at the speed the weed-smokers at the Tourism Authority of Thailand would wish to see. 

Use this HUGE amount of money for putting basic utility structures into Northeastern and Northern provinces (that would secure a LOT of votes next time round) or education (that would secure your pension payments, if in place by then, as the tax payers with a better education get better jobs which means better tax income on the entire tax front). 

Sorry, that's far too advanced on the thinking scale ????

NEW DEFENCE Minister Suthin Khlangsaeng said today (Sep. 9) he is considering holding talks with China to allow the exchange of a submarine for which the sought-after German engine is unavailable while the Thai navy is reluctant to accept a Chinese engine for either surface ships or fertiliser, TV Channel 7 said Sep. 9.

Germany has so far refused to sell its MTU396 engine for the Yuan-class S26T submarine being built by China Shipbuilding & Offshore International Co. However it was earlier reported that Prime Minister Srettha Thavisin and Deputy Prime Minister-cum-Foreign Minister Panpree Pahitthanukorn would again ask their counterparts to do so during the United Nations General Assembly session in New York later this month.

 

The Chinese shipbuilding firm earlier insisted that a brand-new, Chinese-made CHD620 engine be installed aboard the S26T sub, a derivative of Russia’s Kilo-class sub, in lieu of the unavailable German engine.

Why did they think Germany would sell them their latest engine? If anyone here has had dealings with the Defence industry they know no country will sell its latest technology or even a lot of its old technology to other countries.

Germany will never sell their technology, knowing very well the Chinese will somehow gain access to it, then reverse engineer it, and then sell it to other nations for cheap. And Chinese state media will tout that as a sign of China's "advancement in home-grown technology"!

Germany is a vassal state of the US just like other Western states. They will do what America says. America has decided Germany's MTU 396 diesel engine is a military/defence item. China will develop its own. Just like they developed 7nm chips using old fabrication technology and they keep on improving and and soon have their own 3nm chips in the next few years.

AFAIR what the Thai government wanted for the submarines was a proven engine used by other navies, so they chose the German model which is the engine that China agreed to supply.

 

Now whether China knew before they accepted the contract, that Germany would not permit their engine to be used, I have no idea.

 

What they have offered is a Chinese made engine that they claim is similar. However this engine has not been fully tested and installed in any submarine, including Chinese submarines and undergone any live testing.

 

And there lies the problem. As I see it there are 3 solutions

 

1   Use the Chinese engine and pay the full price.

2   Use the Chinese engine and negotiate for a discount.

3   Scrap the deal completely.

 

Prayuth cleverly slowed the deal down until the election results came in, and then kicked the deal down the road and has left it to the new government to sort out.

IIRC the hull of the submarine cannot be sealed until the engine has been installed.

If, as you claim, that Germany is a vassal state of the USA, why did the USA not stop the transfer of Leopard tanks to the Ukraine?

Why is Germany a leader of the EU?

For now on...but their latest models in construction would be more advanced.

 

On top of that there were articles that the Chinese developed a method to track even the most advanced and quietest western submarines, if true it would make the engine noise far less relevant as a factor.
