Do you have a yellow book or pink ID card? If not you will need a COR from immigration. 

You need to handle it in Chonburi, not in Pattaya or Rayong. I recall two visits to Chonburi main DLT needed. As farang you need to apply and pick later new plate (Chonburi one) if the current one is Rayong. If current plate is chonburi, then can handle in Pattaya DLT alone

 

I recommend use agent to handle it to avoid the hassle. Just get your purchase paperwork in order and give to the agent. Better yet make the transfer papers in the agent office to make sure all is good first time, esp if you not familiar what is needed (did that once when sold a bike even if it was with chonburi plate)

Even if current plates are chonburi, I would recommend to use agent as cheap and no hassles.

 

I used Pu Service on Thepparasit for a car and a motorbike to transfer from BKK to Chonburi plates before. Easy as they did all the legwork
