According to the complainants, their presence, particularly along Second Road and in front of the Wat Chai Mongkol Market in South Pattaya, has raised questions about the city’s efforts to address panhandling and its impact on the tourism industry. These foreign beggars have become a familiar sight, despite prior interventions by authorities to clear the area. See them in the world's tourist spots and police seem unable or unwilling to get rid of them.... 1
