Does anyone know if this is possible? Mate has the option to buy the car off his ex Mrs for peanuts but has been told he wont be able to own a vehicle on a short visa

He needs to be able to prove his address....    that can (and often does) require a longer term visa. 

Mileage varies and this often depends on Nationality and which immigration office you go to.

 

Ops friend either needs: 

- Certificate of Address (from Immigration) or

- Affirmation of Residence (from his Embassy)

 

 

Thus: Nationality and location may help with this one.

He actually has a yellow book.apparently and long term lease. Long story but he was living here long term, went back to Aus to work...came back for a couple of weeks see wife and kids hence tourist visa. Things went south fast now he has to stay here to take care of his kids

If that's the plan, I'd suggest borrowing the car until he gets better situated.   Maybe even pay her for the book but waiting to transfer ownership.

 

There's buying the car, getting the book transferred, registering it under his name and insuring it under his name.  I shudder to think of all the times he's going to have to produce documents, especially a residence.

That can all be done in 1 day - I did it. The only time it needs to take longer is if the vehicle comes from a different province and needs new plates - that can take another 2 or 3 days waiting for the plates.

 

Insurance can be done online in around 10 minutes.

 

By the way, 'getting the book transferred' and 'registering it under his name' are one and the same.

 

OP: If the registered owner will not be present at the Land Transport Office to sign the transfer documents - don't forget that your mate will need a power of attorney form specific to a car sale, signed copy of the registered owner's ID card and Tabien Baan.  The power of attorney can be obtained online or from a dealer.
