If this was a foreigner especially in Phuket there would be protests and press releases by MPs calling for harsh measures against foreigners.

It would also be possible to just add a question mark, thus:

 

"I could give a ****?"

 

or

 

"Like I could give a ****?"

 

I believe those are popular ways to express lack of concern.

No Enoon. The correct expression is 'Couldn't give a f...k" meaning that you have nothing left to give.

Not popular ways in countries which speak 'proper English'

I suppose the addition of the ?, changing it's meaning to 'Do you think I could give a f....k'? making it a question, whereas 'I couldn't give the aforementioned action makes it a statement
