Ideally leaders lead their public with more enlightened policy. But nobody is saying Thailand or anywhere is an ideal world. The polling if true indicates that Thai public opinion is rather backwards compared to many nations on cannabis policy. So I suppose it means when they go ahead with whatever going backwards change that's going to happen such as reclassifying cannabis as a narcotic, they will have political cover.
