Pattaya deputy mayor slams contractors with record fines

In response to mounting frustration over delays at the North Pattaya intersection, Deputy Mayor Manot Nongyai has taken decisive action, confirming hefty penalties for the responsible contractor. The construction setbacks have caused major disruptions to residents and the local tourism scene, prompting swift measures from city officials.

 

Manot outlined the scope of the project, which includes resurfacing key intersections across Pattaya. Despite an extended deadline following holiday interruptions, the contractor failed to meet expectations due to what Manot described as poor management. As a consequence, fines amounting to 114,125 baht per day have been imposed from June 4 onwards, with no cap until the project’s completion.

 

The focus remains on expediting work at the critical North Pattaya intersection, pivotal for locals and tourists. Scheduled excavations and closures are slated from June 17 to 25, with meticulous detailing work to follow, aiming for a project completion by month-end.

 

Addressing concerns about future contractor reliability, Manot hinted at potential blacklisting measures to safeguard against repeat delays. While Pattaya City lacks direct contractor selection powers (handled by the Comptroller General’s Department), strict enforcement of contractual terms remains a priority.

 

With public frustration at an all-time high, Manot assured transparency in handling fines and pledged a comprehensive review once the project concludes, reported Pattaya Mail.

So the contractor will have to 'cut corners' in order to finish quickly and not loose too much money.

Expect more repair works in the future folks.

The contractor probably accounted for this in his initial mark-up to get the job.

This mayor is trying to save face big time.....he gave the contract....he's responsible!

The Comptroller General’s Department is part of central government.

    Any workers in the photo?  Not that I can see.   And, usually few around whenever I pass a construction project.  What should take a few weeks to finish takes months.  That intersection is the most important one in Pattaya and should have been done weeks and weeks ago.

You'd think since this is a major throughfare they'd be working 24/7 with double or even triple the amount of workers, but sadly every time I drive past this area only a handful are working and only 8 to 5. Oh well, TIT!

Interesting that the contractors are not selected by the city. They are selected by a different agency. So the talk on this forum of backhanders to the city staff and politicians regarding selection of contractors is wrong. It appears that the city is doing everything it can to force the contractors to do the job

He didn't 'give the contract'

a) he wasn't in power at the time

b) The contract was allocated by a central government agency, the city doesn't award contracts it is done by the central government. All he can do is impose fines he can't even sack them and employ someone else to finish it.

There were rumours that many contracts went to companies that  a previous mayor's family members owned. Is that BS and if not how was it achieved with the methods you claim were used?

Have you considered that it is possible that the previous mayor appointed by the Junta and not elected has connections with other unelected appointees in the government organisation that awards the contracts) ie. all the pigs together in the trough.

Have you also considered the the current 'elected' mayor and deputy mayor are doing their best to unpick the web of corruption left behind by the old mayor? You seem to be constantly blaming current politicians for the actions of their corrupt predecessors

The role of mayor has been held the longest by the Khunpluem family, with past mayor Itthiphol Khunpluem serving as mayor from 2008 to 2016. Itthiphol won the last election held in Pattaya in 2012, and served until his term ended in 2016, he was replaced by Chanatpong Sriwiset and then Anan Charoenchasri, who were both appointed by the National Council for Peace and Order as a result of the 2014 coup which suspended all elections.^[5] Prayut Chan-o-cha then appointed Sontaya Kunplome as mayor of Pattaya on 26 September 2018.^[6]

Sontaya is the older brother of Itthiphol, and both are part of the Kunplome political family which previously dominated politics in Chonburi province.

Candidates

The Rao Rak Pattaya party (English: We Love Pattaya) had been the ruling party before the election, with mayor Sontaya Kunplome as its leader. In the election, they nominated Poramet Ngampichet, who had served as a Member of Parliament for Chonburi province,

A meeting was held this week at Pattaya City Hall and was led by the Pattaya City Deputy Mayor Manot Nongyai. Joining him were beach bed umbrella vendors from Pattaya and Jomtien area beaches and Wong Amart beach.

And they likely blame those predecessors....

Meanwhile, thousands and thousands are inconvenienced simply trying to get about......

I am struggling to see the improvements in Pattaya  the last 2 years have brought about, but hope you are correct.
