If mail in ballots come to their residence and they fill them out and mail them in, they've voted. 

 

If they go to a polling place with same day registration that does not require identification, they can vote. 

 

In municipalities that allow them to vote, like San Francisco and Oakland in California, Washington, D.C. etc. 

 

It's not really that complicated.
