The breakdown happened while another was driving, why should they not be accused and told to pay. Totally unacceptable action by the Principal, action by his superiors is necessary.

how do you know he's qualified?  Most positions like this are bought, not earned. 

My wife's uncle paid over 1 million baht for his position as a principle, granted that was 12-13 years ago, but it's still very common.

All the more reason to fly in the face of these extremely cowardly laws, one must show moral conviction especially when confronted with moral bankruptcy and an extreme level of cowardice.
