No, actually, it's not a fact.

 

Because Trump had no agency in "passing" on any epidemic, it was there, regardless of Trump. Peak or not Trump had no agency in leaving any pandemic for the Biden administration. She could have said he made the mortality figures worse. But she didn't. She literally said "he gave us the worst epidemic in a century".

You are in denial. January 2021 was the peak of the epidemic. Trump was too busy trying to overturn the election to even think about protecting Americans from COVID.

You still interprete her comment in stead of reading it like it was stated and like it was meant: he left the UU (or administration if you prefer) with a pandemic. Doesn't mean he caused it, that wasn't stated or implied.

Look, you can argue, "this is what she meant, that is what she meant"...and maybe you'd have a point, she meant to say "this" or "that". We can't really know for sure. But we both know what she actually said. That Trump gave the Biden administration an epidemic "he left us the worst epidemic in a century", something for which Trump had no agency at all since he's not the one to blame for the fact that the Biden administration, like Trump himself, had to contend with a pandemic.

 

She tried to put blame for the epidemic on Trump, would you accept that?

She did say that, untrue as stated, and I am guessing she meant to say it that way to make it look like the pandemic was Trump's responsibility when everyone knows Bill Gates started it.
