As a permanant resident of UK (albeit a Thai national) she can enter Switzerland as a visitor without a visa.

From the Swiss Embassy Bangkok

Foreigners with a valid residence permit from one of the countries of the EU or EFTA, Andorra, Monaco, San Marino, Canada or the USA who want to enter Switzerland for one of the above-mentioned reasons are also exempted from the visa obligation.

where it specifically says permanant resident. (arguably on a settlement visa your wife is not permanant)

That link refers to those who have a valid passport and a Schengen visa, the OP's wife does not have a Schenegen visa

Sorry Mahout Angrit, I did not want to undermine your expertise. I did and have not read all the provisions in your link, I only thought my link was the better start, because to me it seems it is not a Swiss Embassy Bangkok issue, but an Entry issue into Switzerland and unfortunately my link pointed to Schengen.

The link below should now point to the right direction and it seems everything the poster asked for is right there. By the way below site is fairly new.

Sorry Mahout Angrit, I did not want to undermine your expertise.

Not an expert ! but I do know Thai passport holders who have entered Switzerland without a Swiss visa or a Schengen visa but they have all held UK ILR.

If you look at the link provided by gzu88bv

you'll see that any 'leave to remain / leave to enter' stamp for a period longer than 6 months is accepted as a proof of UK residence. So your wife doesn't need a visa.
