GF has some items that are in demand in the Philippines. She wants to do a "Spin-the-Wheel" on Facebook. 100 people buy a number for xxx pesos, then spin the wheel and the winner gets the item. I say that's gambling, she claims not. Her sister will do all of the posting in the Philippines. GF will simply mail the item to the winner. She claims it's like an auction, I say it's more like a private lottery.

Well, that's a dare walk on very thin ice: depending on police officer and Cyber Division report she might end up in quite awkward situation.

More info: She is a Filipina and her sister will "spin the wheel" in MNL. All money will go into a GCash acct in the Philippines. 

She really is just shipping the product (legit) to her sister in MNL.

Oh, than it is easy-peasy: use PH reg'd FB account (Not TH!!!) and relax. What pinoy does at PH is only PH concern. You should mentioned it at the beginning. 

If you're still feeling "paranoid" than use VPN in PH. 100% both of you'll be safe. 100%

Shipping legal products to her sister is ok. What her sister does in another country isn't her problem but for that country to sort out.
