Warning about fraud against tenants in Thailand

Who has experienced this before and fought back? My Thai partner rented a room in Hua Hin and now has to pay 800 Baht for water according to last month's bill. Previously, this was a maximum of 100 Baht per month. It turns out that a water pipe is broken. It is probably the landlord's responsibility to repair this.
