Thailand Overhauls Auto Tax to Boost Electric Vehicle Adoption

Thailand is set to revamp its automotive excise tax structure to accelerate the shift towards electric vehicles (EVs), aligning with global trends. Announced by Deputy Finance Minister Paopoom Rojanasakul, the move aims to balance the country's interests in both battery electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs).

 

As competition between BEVs and PHEVs intensifies, Paopoom highlights the need for a balanced tax system that allows Thailand to remain competitive, irrespective of which technology dominates globally. "A tax that focuses solely on EVs might not be the solution," he asserts, emphasising adaptability in their approach.

 

While moving away from internal combustion engine (ICE) vehicles aligns with global efforts, the Deputy Minister advises against sudden tax changes that could destabilise Thailand’s economy and job market due to existing ICE production lines and supply chains.

 

 

In a strategic bid to establish Thailand as a Southeast Asian hub for EV and electric motorcycle production, the Cabinet approved a proposal in February 2022 to revise the automotive tax framework. Currently, ICE vehicles are taxed based on carbon emissions, with rates ranging from 20% to 35% depending on emission levels.

 

From 2026 to 2030, the new structure will incentivise low-emission vehicles, with gradual tax increases on HEVs and PHEVs, while BEVs have benefited from a 2% rate since 2022. The revised taxes reflect Thailand's commitment to staying ahead in automotive innovations and mitigating environmental impacts.

 

Overall, this change marks a significant step in Thailand's journey towards fostering a more sustainable automotive industry while maintaining economic stability.

Don't expect any global step back. The US is not a trendsetter anymore when it comes to passenger cars, especially EVs. The USA is a follower.

In the nine months Jan-Sep 2024 these are the new registrations by geographic area (source Rho Motion, EVs include BEVs, PHEVs, HEVs and ERVEs): 

 

1. China: 7.2 million, +35% vs 2023
2. EU & EFTA & UK: 2.2 million -4%
3. USA & Canada: 1.3 million, +10%
4. Rest of World: 0.9 million, +25%

 

The US is already trailing behind in electrification, and things may only get worse under the Trump administration.

Europe is having a bad year because of EVs government incentive cancellations (especially Germany), but it is on a solid recovery path compared to the first months of this year (see chart below).

 

China is the world's largest passenger car market by far, projected to absorb 26.8 million passenger cars in 2024. USA are projected to absorb 15.9 million units (including pick-up trucks). The EU is the world's third largest market with total sales of passenger cars projected to reach 10.7 million cars in 2024 (excluding UK, and EFTA non-EU countries).

Thailand is aligning itself especially to China, where hybrids in all their forms (HEVs, PHEVs and EREVs) are increasingly popular, at the expenses of all other forms of powertrains.

Take away the government hand outs and the Chinese dumping of EVs on any country that will accept them and demand will fall off the face of a cliff.  

 

We'll burn coal and natural gas to create electricity to charge our "eco friendly" cars 555.  It would be cool to see EV owners' kids and grandchildren in the cobalt mines with the African kids. Maybe the Africans could wield the whip for a change.  Getting the French out of the "dark continent " might help.

Most EV’s have no Cobalt. Cobalt is used in making petrol.

Musk wants big tariffs on Chinese EVs to make Teslas more competitive. They were outsold in the last quarter byBYD.

Half of all Teslas are made in China.

 

The Shanghai factory consistently builds more EVs than the three other sites—California, Texas, and Germany—combined.

Cobalt goes in US-sourced batteries.

China Tesla uses different batteries.

 

While the cars look identical to those still made in America, there is one key difference: the batteries.

Chinese Model 3s use lithium-iron phosphate (or lithium ferro phosphate/LFP) batteries instead of the previous lithium nickel cobalt aluminium oxide (NCA) batteries.

Most EV batteries (60%) contain no Cobalt, because they don’t use Lithium Ion batteries.

 

We have 2 EV’s (we had 3 in the last 12 months) none of them contained Cobalt.

 

The best selling EV’s in Thailand are BYD (we have one) they contain no Cobalt.

 

You need to understand battery chemistry. 60% of EV’s use LFP batteries that contain no Cobalt. Only NMC batteries contain Cobalt and they are increasingly in the minority.

How does someone who hasn’t bought an EV realise that they are junk?

 

 I can tell you from personal experience that a well made EV is far superior to its ICE counterpart. Better performance and cheaper to maintain and operate. And before you say it, range anxiety exists only in the minds of non EV owners.

EVs suit most people. I average 100 km per day in my EV. My other car hardly get driven except when I need to “use” the petrol to stop it going stale.
