Yes Its illegal for non governmental individuals to negotiate even if you think they are. They have to be appointed, vetted and confirmed. Trump cant even negotiate even though several ill-informed individuals on AN think he can. He can talk to foreigner leaders but he's not an official yet. The current govt is still functioning but some are blinded by Trump propaganda. Negotiation by unconfirmed non governmental individuals will nullify their appointment position during processing
