The ABV is the percentage of the total volume of liquid. So in a 330 ml can of 4.9 % beer there is, guess what,16.47 ml of alcohol whereas if the ale is only 4.8 there are 15.84 ml, a difference of 0.63 ml of naughty stuff. I've sometimes left more than that in the bottle.

Ooops 330ml @ 4.9% is 16.17 ml of alcohol, and @ 4.8 is 15.84.  So difference is 0.33.

So do you calculate that amount of alc as a % of the total 330, or as the difference in alc content. Both ways can be correct. Yes there is 2.04% less alcohol but not in the whole 330 ml can.
