To whip a stranger with your belt would suggest a propensity for violence and lots of previous experience.

 

I am sure this is absolutely a person who is familiar with violence.

...and why is the 'taxi driver' carrying what appears to be a reusable shopping bag? Does he often wear that when driving his taxi?

More to the story and likely nothing to do with the consumption of cannabis.

I would suggest, based on experience, that a vast majority have some sort of weapon in the cab i.e. tyre iron, golf club etc.
