At least one coup will happen before that, possibly with some parliamentary govt changes so things can change many times before anything happens.

I've spent a great deal of time in some pretty rough UK pubs and I don't recall any of that being directed at staff. Between customers? yes, but 99% of it good natured (e.g. groups of lads calling others in their group all types of insulting things), it's known as banter in the UK, not sure what they call it in San Fancisco at the senior's monthly bike meet.
But customers picking on staff like that? Can't recall it. If they did, they'd get kicked out of the pub and probably barred.
This is just another case of Labour not being able to control their authoritarian instincts. "What problem can we imagine today to justify us banning something?"
