Theoretically yes since the Double Tax Agreement between the UK and Thailand does not cover the state pension. (It only covers the pensions of government workers.) In practice, however, I don't believe anyone has ever been taxed on it in Thailand.
Things may change if the Thai government moves to taxing world wide income, as has been proposed.
