In "civilized" countries there is an instituted system of revenue raising which goes towards road maintenance and upgrading.

So instead of improving the standard of living and road safety, saving lives, lessening danger on the roads the short term "fix" by way of a bribe is actually contributing to poor roads, poor infrastructure, more accidents and more misery.

Regarding road safety and saving lives, even the  "Civilized"  world's richest country isn't really doing great.

I found it extremely easy to find the following info.

 

Denied access to the essential need in the supposedly wealth country  looks more miserable  than the similar phenomenon in "poorer/lesser" 3rd world country.

 

And medical cost here, seems a lot lesser than in  the World's Richest Country.

On the eve of 2022, I fell Vestibular Neuritis(sudden continuous spinning view that made me unwalkable).

And rushed to the hospital(by my expat and Thai friend). 

I only had to pay less than THB700(U$20- or so) for all the treatment at the public hospital's ER...

In some "Civilized" countries, Corruption has been more Structural/Institutional.

Such as, Mass Acceptance of Fake Refugees and their VIP Treat, all at the expense of law abiding tax payers.

 

When they do it Openly, As Govt Policy, it is not called Corruption whatever it is rotten and against public/national interests.

 

In that respect, Corruption Scale  in the 1st world is Far Greater than the visible brown envelops in the 3rd world countries.

Also a lot better Disguised.

ASEAN is the biggest enabler of the CCP's strategy of "divide and conquer". Just look at the Philippines recent Presidential flip-flop on China-love now playing out in the East Sea. Duterte blew hot and cold during his tenure. The incumbent is cold... for now. Malaysia is still delivering their "mixed signals" on trade and rapprochement versus offshore interference. Indonesia sat on their hands during a very recent offshore exploration harassment. Vietnam threw their towel in over 10 years ago, giving up on their deep water entitlements.

 

As for the AIS sale including "personal info", unless one registered for an ex-directory listing, phone numbers are and always have been in the public domain.

I wonder how they calculate. Do they use official statistics of corruption crimes? If so, then countries that prefer not to register corruption crimes will look better in the ranking. On the other hand, laws in different countries are different. What is called corruption in one country may be called something else in another - for example, "lobbying".

deep in the culture.

Officials were traditionally not paid salaries but were entitled to retain a 10 to 30 percent portion of the money involved as a fee for their services. Even at these times wrong-doers were around and were called ging maung (“eating the state”).

In traditional Thai value system merit is derived from power and in this way forms a basis for patron-
client relationship in the political society. There is also a tradition of presenting gifts to
high officials. In this context you see that some things used to be legitimate under the
traditional patronage system but are clearly to be considered problematic in modern legal
system. Thais still accept paying fees to officials as sin nam jai, the 'gifts of good will' and do not see that as a form of corruption. Much more they see taking things, even small ones like pencils, home from office corrupt
