The "USA" reference and "House committee" references in the OP headline would lead most readers to assume the cited news report is about the U.S. House of Representatives. It IS NOT!
The cited article is from a small, obscure newspaper in the U.S. state of Montana and pertains to legislation pending there in Montana state's House of Representatives -- none of which is made clear in the OP post.
