Where are the "eVisa" processed?

In an other thread, I published aleady that not every country shares the same ideas about Visa's for Thailand.
I live currently in Spain and, according the Thai consulate in Spain, a visa on retirement purposes is an "O-A" Visa.
With the health insurance requirements.
If I would apply for an "eVisa", is this processed by the country where you are residing at the moment or centrally in Thailand?

It will be processed in Spain.  But I would ignore the website information, in many cases it it incorrect/out of date.

You have to apply in the country where you are. As far as I recall, most if not all visa applications require that you prove that you are in the country.

No. You need to show your presence in the country in which you are applying.

Correct. In some threads people have asked same question eg apply for e-Visa for Thailand while in Thailand. 

This will not work. I'm referring to nearby countries eg Vietnam etc.

Your entry stamp to that country will prove you are in the country.

No, but if you want a Non-O visa instead of a Non-OA visa, you could become a temporary resident (tourist) in one of Thailand's neighboring countries and apply there.

So, the best solution would be to apply for a tourist visa in Spain, anywhere near Thailand, and apply for an eVisa from there.

Why is it not possible to publish CLEAR AND UNANIMOUS on IMMIGRATION requirements instead the information now where each country has his own viewpoint on the requirements?
Make ALL THE INFORMATION ABOUT VISA's ONLY PUBLISHED ON 1 WEBSITE!!!!

At least we can dream about a future THAILAND where we could find all immigration requirements on 1 website only and without interpretations of the officers, depending which leg got first out of bed ....

It would help if you did the research to determine that the entire premise of this post is incorrect.  E-visa is standardized across the world.  The non-O is available in Spain, as it is available everywhere else.

I clicked on the link of the Thai Embassy in Spain and got this information.
I am not going to click on every possible link to find 99+ versions of their information about the Visa's to Thailand and which one will be considered valid for that day.
They are a THAI CONSULATE and they should clean up their website to give 1 CORRECT INFORMATION!!!!!!

2. Scroll all the way down to e-Visa.

Why don't you just fly to Thailand visa-exempt and apply for a Non-O visa at an immigration office?

 

Added benefit: If immigration fails to give you clear instructions to your full satisfaction, you can give them an earful right there and then. They aren't hiding behind a website unlike the eVisa consular officials.

There are 3 "retirement" visas that I can think of off the top of my head, and there are possibly more.  Just because that's the first one you found, doesn't make it THE retirement visa.

Did you try to hit the "Enter" button ans send your application?
I guess not.

When a wise man see  a sign "DON'T ENTER" he follows the warning.
Only a fool will "Enter" and look if there is something that contradicts the warning sign.

I followed the "DON'T ENTER" sign and choose to inform wehter this sign was there on error or was it TRUE?
And I got a response from the Thai Embassy in Spain.
I publish here the Original and the translation.

Now you have 2 choices:
1. Admit that you are wrong and swalllow your answer with pride.
2. Delete the whole thing and act as you didn't published anything.
What will it be?

If you want to apply for a retired visa, called non-OA, you must present the insurance.
