Don't do it "whenever."
What we're trying to say is, don't do it until the next time you have to go to immigration for something else. Do not make a special trip to immigration just to pay a fine. And if you go to pay the fine, then you're back to doing 90 day reports. Right now you are free from that until you pay your fine and do your next 90-day report. Milk it for as long as you can to make the most advantage of the 2000 baht fine.
So, they won't change the policy for countries where the pay-rate is multiples of that in Thailand, right? Only change the policy for those with a MOTIVE to work-illegally in Thailand? This would be the sane policy.

If you have Thai friends, ask them if they like 7/11 food. 99% of them will answer "mai aroi". They don't eat that sh*t, that's why you don't see them buying it.
