Its a significant holiday for the average Thai and time to celebrate. As for "they" the government promotes this widely as a huge tourist attraction and source of revenue as most tourist don't come and stay for the time at the festival and the revenue they generate to the economy is significant.

Scared of getting wet. 
while the rest of the country has a big party.

Loud music too, also upsets the complainers.

It's supposed to be a time of cleansing, community sharing and elders, but nothing changes every year, so it's really just a holiday to get drunk and hopefully not die while driving.
