Transport Thailand Fast-Tracks 20 Baht Flat Fare Policy for Electric Trains

The Ministry of Transport in Thailand is intensifying its push to introduce a 20 baht flat fare for electric trains, aiming for full implementation by September 2025. A crucial step in this process is the Cabinet's upcoming review of a new draft of the Mass Rapid Transit Authority of Thailand Act, scheduled for deliberation in May.

 

Deputy Transport Minister Manaporn Charoensri explained that the ministry is currently refining the draft law, designed to update the existing legislation to meet current needs. This draft forms the backbone of the flat fare policy and will be tabled during a special parliamentary session from May 28 to May 30, alongside the 2026 budget bill.

 

Anticipating the urgent need to enact the flat fare policy by September, the government has prioritised the Mass Rapid Transit Authority Act, among three other urgent bills from the Ministry of Transport. The draft includes mechanisms for compensating private sector fare differentials and addresses updates to related laws such as the Department of Rail Transport Act and the Common Ticket Act.

 

 

 

The public feedback process, initiated on April 18, has been integral, allowing citizens, agencies, and commuters to provide input on the draft through the central legal system's website until May 2. These contributions will inform amendments before the draft's submission to the Cabinet, expected to be on their agenda between May 11 and May 13.

 

The existing Mass Rapid Transit Authority of Thailand Act, which dates back to 2000, contains outdated sections that impede development and operational efficiency. Proposed amendments will enhance asset management, facilitate integration with other transport systems, and expand operational authority regarding common ticketing schemes. Additionally, new revenue guidelines are poised to bolster essential operations and reinforce government initiatives.

 

As Thailand accelerates these developments, the goal is a more streamlined, cost-effective public transport experience, underscoring the commitment to modernising its transport infrastructure for future needs.
