First off, not all of the 60 billion was for a crackdown, Moreover, it hasn't all been spent yet. In fact, at the time that article was written  "Taxpayers ponied up an additional $60 billion in new revenue for the IRS in recent years, of which about $5.7 billion has already been spent, according to The New York Times."

Quite a misleading headline, wouldn't you say?

 

In addition, now with the slashing going on, the loss is projected to be a lot higher.

What don't you understand about this this phrase from the article: "of which about $5.7 billion has already been spent",

And not all of that spending went to enforcement.
