Hammersmith and Fulham Council claimed Clyde Strachan had been fly-tipping when he placed rubbish sacks and a food recycling bin outside his home at noon the day before the refuse collection.

So; A £1000 that's a thousand pounds fine for putting his rubbish out a day early because he was going away. That's about 1500 dollars.

This is UK today- harassing respectable householders like Clyde but doing NOTHING about the myriad of problems that infect our streets.

He was likely reported to the council by an interfering neighbour.

   Rubbish left out early ends up being strewn across the streets . Birds and foxes break  open the bags and wind blows all the bags content around the streets and there's rubbish everywhere the next morning

The picture shown (if actual?) shows a sealed bin and box - so no loose plastic bags.......

   That wouldn't be the actual things he left outside his house and the report also said he left rubbish sacks out side his house
