Philippine Authorities Crackdown on Public Transport Violations at Airports

Between June 25 and July 1, 2025, the Philippine National Police Aviation Security Group (PNP AVSEGROUP) apprehended 46 public transport vehicles across various airports for violating regulations.

 

The breakdown includes 28 public utility vehicles (PUVs), seven UV Express vans, and 11 ‘habal-habal’ motorcycles. Notably, 22 of the PUVs were seized at Ninoy Aquino International Airport (NAIA), with additional vehicles apprehended at Mactan-Cebu and Davao International Airports.

 

The seven UV Express vehicles were seized at General Santos International Airport for serious violations such as operating without public convenience certificates.

Additionally, 11 ‘habal-habal’ motorcycles were apprehended, primarily at NAIA, with one incident reported at Catarman Airport.

 

On a single day, nine taxis and two ‘habal-habal’ motorcycles were impounded at NAIA. The seized vehicles were transferred to the Land Transportation Office (LTO) in Quezon City for further action.

 

In an interview, PNP AVSEGROUP Acting Director Police Brigadier General Jason Capoy urged taxi drivers to avoid overcharging passengers, underlining the importance of fair practices in promoting tourism. He emphasised that the crackdown is in support of transportation authorities, aiming to protect passenger rights and uphold tourism standards.

 

Capoy encouraged passengers to report incidents of overcharging by documenting relevant details such as vehicle identification and reporting them to the LTO, pledging support to bring offenders to justice.
