Vietnam Explores Global Models for High-Speed Rail Development

Vietnam is examining global models and advanced technologies to develop its North-South high-speed rail project. The University of Transport and Communications (UTC) has compiled 24 scientific reports from international and domestic experts to analyze successful high-speed rail systems worldwide. These reports aim to guide Vietnam in implementing modern technologies for efficient rail design, construction, and management.

 

The study includes insights from Japan's Shinkansen, known for its centralized management and transit-oriented development (TOD). Japan's model integrates operations with revenue streams from commercial services and real estate near stations. Similarly, South Korea's super rapid train utilized a public-private partnership (PPP), where the state managed clearance and part of the capital, while private firms handled operations and shared risks through transparent contracts.

 

China's extensive 47,000 km rail network developed through public funding, supplemented by private sector involvement in rolling stock production and local line operations. European models, like Germany and France, prioritize environmental assessments and competition among private operators. France focuses on state investment in infrastructure, supporting private sector involvement in various contracts and vehicle manufacturing.

 

Experts, such as Associate Professor Dr. Nguyen Hong Thai, highlight the importance of adopting elements from Japan's safety and revenue-generating strategies, South Korea's PPP model, and China's flexible approach to public and private collaboration. Dr. Tran Nam Tu emphasizes differing development strategies, noting Japan and Korea's top-down government-led models, in contrast to the US's bottom-up approach involving universities and businesses.

 

Looking ahead, Vietnam aims to create a stable environment for private sector involvement by establishing a legal framework and clear planning. The project isn't solely about capital mobilization but also enhancing management capacity and fostering sustainable development. The UTC is leading by piloting a "five-party cooperation" model, involving the state, universities, enterprises, technology units, and local communities.
